Biju Pucca Ghar Yojana (BPGY) – The Comprehensive Guide

Biju Pucca Ghar Yojana is a Govt. of Odisha scheme to provide Pucca houses to all rural households living in Kutcha houses. This scheme was launched in 2014 and is run under the Panchayati Raj & Drinking Water Department under Govt. of Odisha.

What is Biju Pucca Ghar Yojana?

Objective of the Biju Pucca Ghar Yojana (BPGY)?

The objective is to convert all Kutcha houses into Pucca houses.

What is a Pucca House?

  • It should have a foundation , wall and roof made out of permanent material
  • Wall should be made out of Fly ash bricks, burnt brick or stones
  • Roof should be made out of Tiles, Galvanized Corrugated Iron Sheets, Concrete or RBC

What is a Kutcha house?

  • Wall and roof is made up of unburnt bricks, bamboos, mud, grass, thatched roof and materials which are not durable and cant within the wear and tear of the natural elements

Key Features of BPGY

  • The scheme is designed to provide Pucca houses to the eligible rural households who are living a Kutcha house
  • No contractor will be involved in the building of the new house
  • The fund once released will be directly transferred to beneficiary’s account
  • The minimum carpet should be 25 square meters including kitchen space and excluding toilet

Components of Biju Pucca Ghar Yojana

There are two components under BPGY under which it is given.

Incentives are given to the beneficiaries, officials, CBO& NGOs involved in the participation of the scheme for early completion of the house

  1. For completion of house and IHHL within 4months of 1st instalment, 20,000 will be paid to the beneficiary
  2. For completion of house and IHHL within 6months of 1st instalment, 10,000 will be paid to the beneficiary
  3. Biju Pucca Ghar Yojana (Special)
  4. Rehabilitation of the household whose house has destroyed due to natural calamities, Law and order issue or violence
  5. Rehabilitation of people living closer to rivers/ sea erosions or due to irrigations projects which is impacting people
  6. Beneficiary under Scheduled Tribe and other Traditional Forest Dwellers
  7. People effected due to occupational diseases like asbestos or pesticide overuse
  8. Poor people who need house on compassionate grounds who have not been select Prime Minister Awas Yojana.

Who selects the beneficiaries under BPGY?

  • District Collector
  • Hon’able MP of District (Lok Sabha)
  • Hon’able MLA
  • President Zilla Parishad
  • PD, DRDA-cum-eo,ZP

The district level committee will approve the list and will be communicated to BDO by the District Collector. In case the District level committee fails to select the list on time then-District collector will forward the list which is available to him.

The approved final list will be shared with Gram Panchayat and also made at the DRDA website and state rural housing portal.

What is the cost approved under BPGY for a house?

  • The unit cost for BPGY (Special) for a construction of a Pucca house is 120,000 for Non-IAP districts
  • The unit cost for BPGY(special) is 130,000 for IAP districts

  • For release of work order geo tagged photograph of the beneficiary along with this house and proposed construction site will be collected
  • All photos taken during inspection needs to be uploaded Awaas App or any such App developed by State Government
  • 2nd,3rd & 4th Instalment will be directly credited to the beneficarys account after inspection, geo tagging photographic evidence of construction by the official

Other benefits for beneficiary’s under BPGY?

  • Beneficiary will get wage component of 90 person days (non-IAP) and 95 person days(IAP) for MNREGS
  • The beneficiary will avail 12,000 rupees under IHHL under MNREGS.
  • Beneficiary’s are also eligible for portable drinking water supply system, electrification under Deen Dayal Updadhaya       Gram Jyoti Yojana (DDU GJY), wages for land development under MNREGS

Can the beneficiary avail for the construction of the Pucca house under BPGY scheme?

The beneficiaries can avail can seek assistance from Financial institutions like Bank and they can avail a maximum of 70,000 as loan.

If they a loan from a bank even the state assistance will also be routed through that Bank so that they monitor the construction of the house

Once the beneficiary is sanctioned for the construction of the house, the state functionary who is attached to him/her will be required to get the application form and fill in the required details so that the beneficiary can get the required loan.

Timeline for a construction of a house

The house should be completed within 12 months of receiving the 1st installment in their bank account. If in case the beneficiary is constructing a bigger house than 25 square meters then they need to complete the core house with a carpet area of at least 25 square meters first and then go for extension later on.
