Introduction of KALIA Scheme

With the implementation of the Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme the State Government aims to lend farmers an all-inclusive, flexible and comprehensive support program that will ensure an increase in agricultural productivity. The underlying principle of a comprehensive scheme such as KALIA is the need to provide farmers in the state with financial options that allow for the development and growth that agriculture can enjoy in Odisha. The improvement in access to financial services that are suitable will increase productivity in agriculture and improve the income of farmers, especially the smaller and marginal landholders.

Objective of KALIA Scheme

  • The primary goal for the state is free farmers suffering from debt from falling into the debt trap. To achieve this reason, the government has approved more than Rs.10000per crore.
  • Combat poverty directly by offering financial aid to the most vulnerable households in the agriculture sector, laborers who are landless, as well as marginal farmers of the state.
  • To assist 92% of cultivators in the state, and almost all of the landless, needy cultivators.
  • To offer a comprehensive and flexible system of support to the farmers.
  • The development of the agriculture sector

Benefits, Assistance provided under KALIA Scheme

Assistance for Cultivation

Rs 25,000 per family for 5 seasons

A financial aid of Rs.25,000 per family of farmers during the course of five years will be given to marginal and small farmers, allowing them to purchase inputs such as seeds, pesticides, fertilizers and assistance for labour and other investment options. The scheme will be implemented beginning with Rabi Season 2018-19 onwards.

Assistance for Livelihood

Rs 12500 for each landless agricultural household

Financial assistance of Rs.12,500/-will be offered to every homeless Agricultural Household for Agricultural allied activities such as small goat rearing units mini-layer units and duckery units, fishing kits for fishermen, mushroom cultivation and beekeeping, etc.

Assistance for Vulnerable Agricultural household

Rs 10,000 per family per year

Lonely agricultural workers and cultivators are eligible for financial assistance of 10,000 rupees per year. 10,000$ per family each year to help them provide their basic needs. The agricultural workers who are vulnerable, the landless cultivators who are elderly and suffering from disability or disease and are vulnerable due to other reason

Life Insurance for Cultivators and Landless Agricultural Laborers

  • Rs 330 for Life Insurance cover of Rs 200,000 for age between 18-50 years
  • Rs 12 per annum for personal accident cover for age between 18-50 years
  • For age more than 50 years, the Rs 12 per annum premium will be paid by the Government

Life insurance protection of Rs. 2.00 lakh for a minimal cost of Rs.330per month is available to any savings bank account holders aged between 18 and 50 years. Government of Odisha will bear farmers’ shares of the each year’s premium, which is Rs.165$. Personal accident coverage of Rs.2.00 lakh with a low annual cost of Rs.12per savings bank account holders between 18 and 50 years old. Of Rs.12per cent towards the premium, Rs.6/- is the share of farmers to be paid from the Govt. of Odisha.

Who is eligible for KALIA Scheme?

Landless and small-scale farmers agricultural household vulnerable households in the Agricultural sector, sharecroppers, and landless agricultural laborers (Actual farmers) all growers are eligible under the various elements of the scheme. A total of 50 lakh families will be covered by the scheme.

Who is a Small and Marginal Farmer?

A small Farmer is a cultivator who owns 2.5 to 5 acres of Agricultural land and a Marginal Farmer is a farmer who owns less than 2.5 acres of land.

Why should eKYC or how is money transferred to Beneficiary?

Money is directly transferred to a beneficiary savings account and currently, the scheme has adopted the Aadhaar Payment Bridge System. In order to transfer the money directly to the bank account beneficiary has to do eKYC using the Aadhaar number.

Please visit the KALIA website and complete the eKYC using Aadhaar and authenticate through the OTP which is sent to the mobile on which Aadhaar is registered.

How to refund the money if you no longer need assistance under KALIA scheme?

A beneficiary can download the PDF document from the KALIA Website. , fill in the details and submit to the bank on which the beneficiary is receiving the amount.

How to track your application?

Visit the KALIA portal and click on the Online Grievance Application Form and “Click on track application”. You need to then enter Aadhaar no or Token no to show the status of your application.

Please note in Feb 2022 fresh new applications are closed for now.

Kalia Yojana Rejection List?

Govt. of Odisha doesn’t publish the Kalia Yojana Rejection List frequently. If your name is not included in the beneficiary list and you want to reason for including then you can file a grivenance on the Kalia official portal and click on the Grievance form.

Please note that in 2022 Government is not accepting any new grievances or complaints but if you have already filed a Grievance you can track your application on the portal.

On the Grievance page, click your application status and put your Aadhaar or Token Number and it will show the status of your complaint.
