Introduction to Saksham Yuva Scheme

Saksham Yuva Scheme provides unemployment allowance to educated youth and an Honorarium to eligible 10+2/ graduate/ post-graduate applicants for honorary assignments in various departments under Govt of Odisha or in private enterprises.

The scheme is actually known as “Educated Youth Allowance and Honorarium Scheme-2016 (EYAHS)” but it is popularly known as Saksham Yuva Scheme (SYS).

Objective of the Saksham Yuva Scheme

A) The scheme is designed to provide unemployment allowance and Honorarium to youth who are eligible.

B) The scheme is also designed to offer allowances to young people who have been educated but are not employed in Haryana to help them improve their skills.

C) This should allow these youth to build their skills, which allows them to find an employment or self-employment Sector they prefer, as this scheme allows young people to select the sector that they want to work in to improve their skills.

Eligibility Criteria for Saksham Yuva Scheme

Unemployment Allowance Sub-Scheme/ Component

  1. Should be a domicile of Haryana
  2. The applicant should a graduate or 10+2 qualified/post graduate and should be registered with the employment exchange for a minimum period of 3 years as on 1st November of that year. If not registered they need to register on www.hrex.gov.in website
  3. Applicant should have passed 10+2 from board recognized by Govt of Haryana or Two year diploma course after metric from a board recognized by Govt of Haryana
  4. Post Graduate degree from a university recognized by Govt of Haryana
  5. Age between 21 to 35 years
  6. Applicant will not eligible if dismissed from a Govt Service
  7. Applicant should be engaged in any other kind of employment private or public.
  8. Family income of applicant should not exceed 3 lakhs rupees per year from all sources

Applicant will be paid the below allowance if they meet all the above criteria

Honorarium Sub-Scheme/Component

Applicants who are eligible for 10+2/graduate/post-graduate unemployed youth will be paid an additional amount of Rs6000 per month for up to 100 hours of honorary assignment in a month various Departments/Boards/ Corporations/Registered Societies etc. under Haryana Government and in Private companies/enterprises.

The eligibility conditions for Honorary works is as per below

  1. Should a domicile of Haryana
  2. Applicant who is 10+2/graduate/post graduate qualified should be registered with the employment exchange and if not registered can register online www.hrex.gov.in
  3. Applicant should have qualified 10+2/graduate/post graduate from a board/university which is recognized by Govt of Haryana
  4. Applicant age should be within 18 to 35 years for 10+2 and 21 to 25 years for graduate/post graduate
  5. People who have done 10+2 through correspondence or open school are not eligible
  6. Should not have been dismissed from a Government service
  7. Applicant should be employed in a public or private sector
  8. Annual family income should not exceed 3 Lakhs Rupees
  9. Honorarium shall be paid for a max of 3 years or 35 years whichever is earlier
  10. Registration for his Honorary component can be done online at https://hreyahs.gov.in

The applicant shall furnish a self-attested declaration with the following details

  1. That the house of the applicant has a working toilet and if it not there he/she shall make a functional toilet within 2 months of registration
  2. There is no dues to the power department and if there any dues they should utilize the part of the allowance to clear the dues
  3. He/she or the family is not at default of loans of any Cooperative bank and should give undertaken to clear the loans utilizing some part of the allowance
  4. There is no encroachment of panchayat land
  5. It is not a defaulter of House Taxes to local bodies

The Honorary assignment will be offered seniority-wise and the district-wise as well based on the choice of the applicants. The following facts are considered for seniority

  1. Applicant with higher age will be given 1st priority
  2. Which ever applicant has obtained 10+2/graduate/post graduate earlier. If the applicant has similar years of passing then whoever has scored more marks would be given priority
  3. All the applicant who have not be assigned any honorary assignment in a month would be given priority while preparing the next month list

All applicants must indicate a choice of the district while applying for the honorary assignment at the time of application or can change it once every 6 months through the online portal https://hreyahs.gov.in

While applying for an honorary assignment, the applicant can choose up to five preferential work departments like Marketing, Field publicity, Coaching classes for competition exams. Please check the details while filling out the application.

Those eligible applicants whom the designated departments are not able to engage after assignment shall be given an allowance of Rs900/1500/3000 for 10+2/Graduate/post-graduate provided they attend skill training arranged under various skill development programs of the Government.

Applicants who are 10+2/graduate/post-graduate qualified beneficiary who fails to attend the assignment within 7 days in the first instance will get the allowance suspended till they join the assignment

In case of a second-time offense after 7 days of not joining the assignment, the allowance will be discontinued.

If the applicant leaves the assignment a few days after joining the assignment, he/she will be declared ineligible for further assignment for a year

Saksham Yuva scheme is extended to include registered Science, Engineering, and Science equivalent graduates in the state. The registered for them started in the portal from April 2017 and they will be paid Rs7500 (Allowance Rs 1500 + Honorarium Rs6000) for 3 years or 35 years whichever is earlier

How to apply for Allowances/Honorarium?

A registered applicant with the employment exchange can apply online at https://hreyahs.gov.in. If the applicant is not registered with the employment exchange he/she can do online at the Employment Department website

Processing of applications for the honorarium

Once the applications are received online from the eligible applicants, the controlling officer of the Employment exchange will verify the eligibility of the applications and will then forward the request to the District Employment Officer who will then compile the list of applicants and forward it to the Deputy Commissioner of the District. Deputy Commissioner will then coordinate with various departments so that a maximum of 100 hours/month of honorary work can be allotted to the applicants based on the seniority list.

Grievance Redressal Mechanism to address issues with Honorarium work

Opportunity to be heard fairly – The controlling officer has given the applicant a fair chance to present their case and the intending department should present their case in front of the controlling officer for reasons for not giving the honorary work.

First Appellate Authority – The ADC of the district is the first appellate authority. The applicant or the aggrieved party can file for an online application within 30 days of receiving a communication of the order and file can against it the appellate authority. The Appellate authority might confirm or alter the order of the controlling officer.

Second Appellate Authority – Deputy Commissioner of a district will be the concerned second appellate authority. They may entertain the application after the expiry of fifteen days if they feel the applicant was prevented by any reason from filling his application on time
